§ 60. Inability to provide licensed officer. If the owner or master of\na public vessel is unable to obtain the services of a licensed officer,\nthe inspector shall be notified and the deficiency may be temporarily\nsupplied, if the inspector approves, until the services of a licensed\nofficer can be obtained.\n
