§ 1115-d. Approval of projects. The authority shall not enter into any\ncontract or agreement with the city or the water board with respect to\nthe financing of any project pursuant to section one thousand one\nhundred fifteen-h of this title, unless the state commissioner of\nenvironmental conservation and the state commissioner of health shall\nhave completed all statutory reviews and approvals with respect to such\nproject which, as of the date of such contract or agreement, are\nrequired by law. Nothing herein shall be construed to diminish the full\nauthority and responsibility of each department of the state for\nstatutory reviews and approvals.\n
