§ 1149-u. Governmental capacity of the authority and municipalities.\nThe authority, the county and the other municipalities, in carrying out\ntheir respective powers and duties under this title, shall be deemed to\nbe acting in a governmental capacity and in the performance of an\nessential governmental function.\n
