§ 1691. Actions against authority. 1. Except in an action for wrongful\ndeath, an action against the authority for personal injury or property\ndamage or founded on tort shall not be commenced more than one year and\nninety days after the cause of action therefor shall have accrued, nor\nunless a notice of claim shall be served on an officer or employee of\nthe authority designated by the authority for such purpose, within the\ntime limited by, and in compliance with the requirements of, section\nfifty-e of the general municipal law. An action against the authority\nfor wrongful death shall be commenced in accordance with the notice of\nclaim and time limitation provisions of title eleven of article nine of\nthis chapter.\n 2. Neither any member of the authority nor any officer, employee, or\nagent of the authority, while acting within the scope of their\nauthority, shall be subject to any personal liability resulting from the\nexercise or carrying out of any of the authority's purposes or powers.\n
