§ 2041-y. Effect of inconsistent provisions. Insofar as the provisions\nof this title are inconsistent with the provisions of any other act,\ngeneral or special, or of the county charter, any local law, ordinance\nor resolution of a participating county or any other municipality within\nthe area of operation, the provisions of this title shall be\ncontrolling. Nothing contained in this section shall be held to\nsupplement or otherwise expand the powers or duties of the authority\notherwise set forth in this title. Nothing contained in this title shall\nbe held to alter or abridge the powers and duties of the department of\nenvironmental conservation or the department of health.\n
