§ 559. Construction contracts. The authority shall do all construction\npursuant to a contract or contracts in the manner, so far as\npracticable, provided in the charter of the city for contracts of such\ncity except that where the estimated expense of a contract does not\nexceed ten thousand dollars such contract may be entered into without\npublic letting, but failure to comply with this section shall not\ninvalidate such contracts.\n
