N.Y. Public Buildings Law § 52

§ 52. Compliance. The official, governing body or board having design\napproval authority for state or municipal building construction shall\ndetermine whether a proposed structure is a "public building" within the\nmeaning of this article and shall ensure that the design of any such\nbuilding complies with the requirements hereby imposed.\n
