§ 3454. Restoration of licenses after conviction of a felony. If a\nperson convicted of a felony or crime deemed to be a felony is\nsubsequently pardoned by the governor of the state where such conviction\nwas had or by the president of the United States, or shall receive a\ncertificate of relief from disabilities or a certificate of good conduct\npursuant to article twenty-three of the correction law to remove the\ndisability under this section because of such conviction, the\ncommissioner may, in his discretion, on application of such person, and\non the submission to him of satisfactory evidence, restore to such\nperson the right to practice in this state.\n
