§ 615. State aid; form. The appropriations made or to be made for the\npurposes of carrying out the provisions of this article shall be\navailable, in accordance with certificates of approval issued or to be\nissued by the director of the budget, to the commissioner for the\npayment of state aid to municipalities.\n
