§ 85. Rules and regulations. The commissioner of general services may\nprescribe the form and contents of all notices provided for by this\narticle and may, from time to time, make, adopt and enforce such rules\nand regulations, not inconsistent with this article, as he may deem\nnecessary or proper for the administration of this article.\n
