§ 9. Complaints against contractor. Complaints for violation of any of\nthe terms of a contract on the part of the contractor, or contractors,\nfor state printing shall be made to the commissioner, who shall and is\nhereby empowered and directed, in his discretion, to take such action as\nwill afford the necessary and proper relief.\n
