N.Y. Railroad Law § 2

§ 2. Definitions. As used in this chapter, unless the context\notherwise requires:\n (1) "Commissioner of transportation", "Commissioner" or "commission"\nmeans the state commissioner of transportation.\n (2) "Certificate of incorporation" and "bonds" have the meaning set\nforth in section one hundred two of the business corporation law.\n
