N.Y. Railroad Law § 99

§ 99. Application of foregoing section. The provisions of sections\neighty-nine to ninety-eight, inclusive, of this chapter shall also apply\nto all steam surface railroads existing on the first day of July,\neighteen hundred and ninety-seven, or thereafter, on which, after said\ndate, electricity or some other agency than steam shall be substituted\nas a motive power. None of the provisions of said sections shall apply\nto crossings in the city of Syracuse under the jurisdiction of the\nSyracuse grade crossing commission. The terms "municipality" and\n"municipal corporation" as used in said sections shall include cities,\nvillages, towns and counties.\n
