§ 400. Payment of retirement allowances. Retirement allowances shall\nbe payable on the first day of each and every month beginning on the\nfirst day of the month following the effective date of retirement. Upon\nthe death of a retired member, however, the retirement allowance due for\nthat part of the month prior to his death shall be paid forthwith.\n
