N.Y. Soc. Serv. Law § 340

§ 340. Technical assistance. The commissioner shall provide technical\nassistance to social services districts in the development,\nimplementation and administration of plans described in section three\nhundred thirty-three of this title.\n The department shall monitor the implementation and ongoing operation\nof the programs pursuant to this title. Such monitoring shall include\nreview of sample cases to assess compliance with applicable state and\nfederal statutes and regulations.\n
