§ 88. Responsibility for adequate appropriations. It shall be the\nduty of the board of supervisors of a county, the town board of a town\nand the appropriating body of a city to make adequate appropriations and\nto take such action as may be necessary to provide the public assistance\nand care required by this chapter.\n
