§ 72. Prohibition of other pictorial devices. No pictorial devices\nother than the arms of the state shall be used in the public offices at\nthe capitol for letter headings and envelopes used for official\nbusiness. Persons printing and circulating public documents under the\nauthority of the state, when they use a vignette, shall place upon the\ntitle pages of the documents the standard device of the state arms\nwithout alterations or additions.\n
