§ 10. Declaration of policy. It is hereby declared to be the policy of\nthe state of New York that adequate, safe and efficient transportation\nfacilities and services at reasonable cost to the people are essential\nto the economic growth of the state and the well-being of its people and\nthat the planning and development of such facilities and services shall\nbe coordinated by a state department of transportation with overall\nresponsibility for balanced transportation policy and planning.\n
