§ 246. Terms occurring in laws, contracts or other documents.\nWhenever the public service commission or the department of public\nservice is referred to or designated in any law, contract or document\npertaining to the functions, powers, obligations and duties transferred\npursuant to this article, such reference or designation shall be deemed\nto refer to the department or the commissioner, as the case may be.\n
