§ 431. Program objectives. The objectives of the service enhancement\nprogram, are:\n 1. the continuation of essential rail freight and passenger service;\n 2. the preservation and improvement of railroad infrastructure; and\n 3. the improvement of the quality and quantity of railroad freight and\npassenger service.\n
