§ 83. Reports of commissioner. All proceedings of the commissioner in\nrelation to functions and powers possessed by and all obligations and\nduties transferred to the commissioner from the public service\ncommission and the department of public service by the provisions of\nthis chapter, and records in his possession relating thereto shall be\npublic records.\n
