N.Y. Town Law § 131

§ 131. Definition of town ordinance. A town ordinance includes also a\nrule or regulation of the town board, for the violation of which a\npenalty is imposed; and each provision of this chapter relating to the\nenforcement of an ordinance applies to such rule or regulation.\n
