N.Y. Veh. & Traf. Law § 221

§ 221. Annual compilation of this chapter. The commissioner shall\ncause to be published by the department, and make available to the\npublic, an annual paperback compilation of all of the provisions of this\nchapter. The commissioner shall establish a reasonable fee, chargeable\non a per copy basis, sufficient to cover the cost of preparation and\ndistribution of such books.\n
