N.Y. Veh. & Traf. Law § 300

§ 300. Application of this title. Except as otherwise expressly\nprovided in this chapter, this title shall be exclusively controlling:\n (a) On the use by motor vehicles of public highways, and\n (b) On the accessories used upon motor vehicles and motorcycles and\ntheir incidents.\n
