N.Y. Vill. Law § 11-1102

§ 11-1102 Resolution for establishment of water works. The board of\ntrustees of any village may by resolution determine upon the\nestablishment of a system of water works for supplying the village and\nits inhabitants with water, or for the acquisition of an existing\nprivate system, at an expense in either case not exceeding the sum\nstated in the resolution.\n
