N.Y. Vill. Law § 14-1406

§ 14-1406 Construction of a sewerage system at expense of village.\nThe board of trustees of any village may, by resolution adopted at a\nregular meeting, determine upon the construction of the whole or any\npart of the sewerage system at the expense of the village. The\nresolution shall describe the portion of the system proposed to be so\nconstructed, and shall also contain a statement of the estimated maximum\ncost thereof.\n
