N.Y. Vill. Law § 14-1408

§ 14-1408 Establishment or enlargement of sewage treatment plant. The\nboard of trustees of any village may establish a sewage treatment plant\nor enlarge or remodel an existing sewage treatment plant at the expense\nof the village by resolution adopted at a regular meeting. The\nresolution shall state the maximum amount to be expended for such work.\n
