§ 17-1700 Application. This article shall apply to any village which\nhas been or may hereafter be incorporated to embrace the entire\nterritory of a town, to any village which has annexed or may hereinafter\nannex territory to embrace the entire territory of a town, and to any\ntown which has been or may hereafter be created to be coterminous with\nany village.\n
