Ohio Rev. Code Ann. § 4906.102

No power siting board certificate or amendment where prohibited

(A) The power siting board shall not grant a certificate for the construction, operation, and maintenance of, or a material amendment to an existing certificate for, a utility facility, either as proposed or as modified by the board, to be constructed in the unincorporated area of a county, if the board of county commissioners of the county in which a utility facility is to be located has adopted a resolution prohibiting the construction of the utility facility as described in section 303.62 of the Revised Code.

(B) If the utility facility is to be located in multiple counties and less than all of the boards of county commissioners adopt a resolution prohibiting the construction of a utility facility, the power siting board shall modify the certificate or material amendment to exclude the area of each county whose board of county commissioners rejected the certificate or material amendment.
