A. The Council on Judicial Complaints shall consist of three (3) members, only two of whom shall be members of the Bar of the State of Oklahoma and only two of whom shall constitute a quorum. One member shall be appointed by the President Pro Tempore of the Senate; one member shall be appointed by the Speaker of the House of Representatives; and one member shall be appointed by the President of the Oklahoma Bar Association. B. Members of the Council, during their terms of office, shall not be eligible for election or appointment to the Judicial Nominating Commission.
