20. The counties of Love, Carter, Murray, Johnston and Marshall. Said district to have two (2) district judges to be nominated and elected as follows: One candidate to be nominated and elected at large and a legal resident of Carter County, and one candidate to be nominated and elected at large and a legal resident of Love, Murray, Johnston or Marshall County.
