23. The counties of Lincoln and Pottawatomie. Said district shall have two (2) district judges to be nominated and elected as follows: One candidate to be nominated and elected at large and a legal resident of Lincoln County, and one candidate to be nominated and elected at large and a legal resident of Pottawatomie County.
