ARTICLE 142. Payment and collection of fines. A. Fines imposed by a military court or through imposition of nonjudicial punishment shall be paid to the State of Oklahoma and delivered to the convening authority or his or her designee or in the case of nonjudicial punishment, the imposing officer. Fines may be collected in the following manner:

1. By cash or money order;

2. By retention of any pay or allowances due or to become due to the person fined from any state or the United States; or 3. By garnishment or levy, together with costs, on the wages, goods, and chattels of a person delinquent in paying a fine, as provided by law. B. Any sum so received or retained shall be deposited in the Military Justice Fund, except that the court may direct that the sum so received or retained be provided to a victim or victims as restitution.
