The Department of Education shall administer this act within the same section ofthe Department which administers the educational programs for all children other than those identified in Section 13- 101 of this title. The Board shall adopt rules and regulations necessary to implement the provisions of this act. Laws 1980, c. 211, § 3, eff. July 1, 1981; Laws 1981, c. 278, § 2, eff. July 1, 1981.
