Okla. Stat. tit. 70, § 9008

Elections - Threshold for approval. If approved by sixty percent (60%) or more of the voters at the election provided for by Section 7 of this act, there shall be created a higher education funding district which shall be governed by the board of regents for the institution within The Oklahoma State System of Higher Education that has managerial control for the institution for the benefit of which the district has been created.
