Okla. Stat. tit. 74, § 3301

As used in this act, "agency" means any board, commission, department, authority, bureau, office or other entity created with authority to make rules or formulate orders as defined in the Administrative Procedures Act. Laws 1973, c. 153, § 1, emerg. eff. May 14, 1973.
