The incentive awards program provided for in the Incentive Awards for State Employees Act shall consist of:
1. individual productivity incentive awards, individual incentive compensation,and unit incentive pay for contributions resulting in increased productivity, cost curtailment, improved safety, efficiency, or morale, or better services to the citizens of this state; and 2. individual longevity incentive awards for length of service to the state.
