ORS 329.200

Known as the Oregon Educational Act

(1) The Department of Early Learning and Care shall report to the Legislative Assembly on the merits of continuing and expanding the Oregon Prenatal to Kindergarten Program or instituting other means of providing early childhood development assistance.

(2) The department’s report shall include specific recommendations on at least the following issues:

(a) The relationship of the state-funded Oregon Prenatal to Kindergarten Program with the common school system;

(b) The types of children and their needs that the program should serve;

(c) The appropriate level of state support for implementing the program for all eligible children, including related projects to prepare instructors and provide facilities, equipment and transportation;

(d) The state administrative structure necessary to implement the program; and

(e) Licensing or endorsement of early childhood teachers.

(3) The department shall examine, monitor and assess the effectiveness of the Oregon Prenatal to Kindergarten Program and make biennial reports to the Legislative Assembly on the effectiveness of the program.
