In order to allow the school districts of the state to take full advantage of various professional skills and disciplines not directly developed through teaching experience or professional education for which teaching experience is a prerequisite, it is the public policy of the State of Oregon that the Teacher Standards and Practices Commission, when considering an applicant for an administrative license, shall consider professional skills, education and experience not directly related to, nor contingent upon, teaching experience or training as a classroom teacher.
