Upon application of the Director of the Department of Consumer and Business Services, the district school board of a school district that employs career and technical education instructors or maintains a career and technical education training program shall furnish to any person designated by the director such career and technical education instruction as is provided for district pupils when the facilities of the district permit. The director shall cause to be paid to the district the actual cost of such instruction as nearly as may be estimated by the district school board.
