(1) The Oregon Beef Council shall establish a meeting place anywhere within this state, but the selection of the location shall be guided by consideration for the convenience of the majority of those most likely to have business with the council or be affected by the acts of the council.

(2) Notwithstanding subsection (1) of this section, the council may participate in meetings outside the state for the purpose of advancing the work of the council.
