(1) All proceedings relating to the issuance, revocation, suspension, renewal or refusal to renew a license to act as a labor contractor shall be conducted under ORS chapter 183.
(2) All rules of the Bureau of Labor and Industries under ORS 658.405 to 658.511 shall be issued in compliance with ORS chapter 183.
