The restricted account shall include the following:
(1) Proceeds paid by the Department of Transportation under 75 Pa.C.S. § 1322 (relating to contributions to Keystone Tree Restricted Account).
(2) Grants, gifts, donations and other payments from a person or governmental entity to the restricted account.
(3) Money appropriated to the restricted account.
