(a) Each owner of an elevator, or other device subject to the provisions of this chapter, shall maintain the elevator or device in such a manner by code requirement to insure the safety of all those who use this mode of transportation.
(b) Each owner shall comply with all safety codes, rules, and regulations promulgated under this chapter.
