No person shall engage to work as an apprentice plumber, unless that person possesses and carries on their person at all times while engaged, a certificate of registration in full force and effect from the department of labor and training specifying that person has registered as an apprentice plumber, an apprentice irrigator, or an apprentice water filtration/treatment system installer pursuant to § 28-45-13.
