The Legislative Research Council shall prepare an annual report regarding any opinion of the South Dakota Supreme Court or a federal court issued in the preceding year, which recommends any change or notes any deficiency or ambiguity in a statute. The report may include recommendations for corrective action if the director of the Legislative Research Council determines that an opinion:

(1) May be adverse to what was intended by the Legislature; or

(2) Has identified an area appropriate for legislative action.
