(1) Each member of the commission shall be a citizen of the United States, shall be at least thirty (30) years of age, and shall have been a citizen of this state for at least five (5) years immediately prior to appointment.
(2) Each attorney member shall be duly licensed to practice by the Tennessee supreme court.
