Tenn. Code Ann. § 3-3-103

Meetings of committees — Rules — Place of hearings

(1) Any such committee, so acting on behalf of either or both houses of the general assembly, shall always be and remain subject to the call of the chair of such committee, or in the absence of such chair, or in the event of the chair's failure for any reason to act, subject to the call of a majority of the membership of such committee.

(2) A quorum of such committee shall consist of a majority of the membership thereof, and a quorum of the entire primary committee shall have power to make and enforce rules regulating the conduct of the business of such committee, or any subcommittee designated by it from its membership as hereinafter provided.

(3) Such subcommittee or subcommittees as hereinafter provided may conduct hearings at such points in this state as may be deemed advisable by any such primary committee.
