In order that inmates may be more profitably employed in TRICOR programs for their own welfare and the welfare of the state, the department of correction is directed to:

(1) Employ personnel and purchase any necessary equipment and supplies for investigating and recording the essential facts in order to classify inmates according to: Their individual capacities, achievements and aptitudes;

(2) Their previous education, training and experience; and

(3) Other mental, physical and social characteristics;

(4) Establish educational classes supplementing and related to each of the TRICOR programs and services set up in §§ 41-22-118 — 41-22-124; and

(5) Note the progress of inmates in these classes and programs.
