(1) This compact shall become effective when all of the following have occurred: When the governor has executed the compact on behalf of this state and has caused a verified copy of the compact to be filed with the secretary of state;
(2) When the commissioner of agriculture has certified to the governor and to the general assembly that two (2) or more of the other states named in § 43-35-101 article VII, section 20 have ratified the compact in a form substantially similar to this enactment; and
(3) When the consent of congress has been obtained.
(4) The governor is authorized and directed to take such action as may be necessary to complete the exchange of official documents between this state and any other state ratifying this compact.
